REQUEST FOR PROPOSAL (RFP) ACQUISITION OF LONG-RANGE AIRCRAFT WITH BIDDING
1. Introduction
Deerjet International (the “Buyer”) is issuing this RFP to request proposals from qualified suppliers for the supply of two (2) long-range aircraft. The aircraft must be in an airworthy condition and free of any liens, mortgages, or encumbrances. They should come with a valid and effective Export Certificate of Airworthiness (C of A) for the destination specified by the buyer, as well as a deregistration certificate.
2. Aircraft Specifications
The selected aircraft must meet the following criteria:
• Model: Gulfstream G550 preferred or comparable models
• Range: Minimum of 6,000 Nautical Miles (NM)
• Year of Manufacture: Between 2009 and 2012
• Seating Capacity: Minimum seating for 14 passengers
• Maintenance Programs: Active enrollment in OEM programs for engines and APU
• Connectivity: Wi-Fi enabled, Ka band preferred
• Cabin Layout: Forward galley with separate cabin compartments
• Regulatory Compliance: Compliance with FAA/EASA Part 135
• Maintenance Record: Completion of 12C maintenance check
• Interior: Well-maintained interior condition
• Exterior: No record of damage
3. Delivery Schedule and Location
• Delivery Date: Targeted for Q3-Q4 2024
• Delivery Location: Al Maktoum International Airport, Dubai, UAE
4. Supplier Eligibility Criteria
Prospective suppliers must:
• Legal Status: Be legally incorporated and authorized to conduct aircraft transaction business
• Industry Experience: Have a proven track record in aircraft sales and transactions
• Financial Stability: Proven financial health and ability to execute the contract
• Regulatory Compliance: Adherence to all relevant laws, regulations, and safety standards
• For Non-Aircraft Owner Suppliers: Provide a mandate letter from the aircraft owner
• Selection Criteria: Priority given to the earliest qualifying supplier in case of identical offers
5. Submission of Proposal
Suppliers are invited to submit their proposals electronically via a secure file transfer method such as Dropbox. The submission must be completed by 15 May 2024 and should include:
- Aircraft Information:
- Detailed aircraft specifications
- Compliance confirmation with the outlined criteria
- Current status report of the aircraft
- Pricing:
- A detailed pricing proposal
- Aircraft price must be password-protected, with the password sent between 16 – 20 May 2024
- Delivery:
- Proposed delivery method
- Estimated cost for the ferry flight
6. Timeline (Hong Kong Time, GMT+8)
• Price Password Submission Period: 16 – 20 May 2024
• Evaluation Period: 21 May 2024 – 28 May 2024
• Bidding Process: Selection of the top 3 proposals for subsequent competitive negotiation
